Function
As a Contract Engineer, your responsibilities will include, but are not limited to:
- Providing advisory support related to Handbook R761, including scope definition, technical requirements, quality standards, measurement rules, and related matters. The role requires solid knowledge of and practical experience with specification documents and their application. Particular emphasis will be placed on experience with specification texts related to tunnel construction projects, including change order management, technical clarifications, and measurement documentation.
- Financial monitoring and reporting, including preparation of financial overviews and project reporting using ISY Project Economics.
- Managing and administering claims and change orders. The role requires strong competence in relevant management and control systems, including data registration, analysis, and reporting.
- Advising project and construction management teams on the application and interpretation of NS 8405 contract provisions, both from a technical and contractual perspective.
- Assisting with ongoing dispute management and resolution processes.
- Communicating with internal legal counsel and external law firms.
- Carrying out engineering assessments with a focus on construction and civil engineering, particularly regarding scope of work and performance requirements.
- Managing final account settlements for major construction contracts, including conducting negotiations and preparing cases for legal dispute resolution where required.
Regulatory and Authority Coordination Responsibilities
The role also includes responsibilities related to regulatory approvals and stakeholder management, such as:
- Acting as the Responsible Applicant under the Norwegian Planning and Building Act (PBA), Class 3 projects, including marine fill and similar developments.
- Managing planning and approval processes with public authorities, including municipalities, county governors, the Norwegian Coastal Administration, and other relevant agencies.
Requirements
The successful candidate should have:
- Degree in Civil Engineering, Construction Engineering, or a related discipline.
- Additional education within contract management or contract administration is considered an advantage. A Master’s degree (MSc) is preferred.
- Qualification as a Responsible Applicant (Class 3) or equivalent, with a minimum of eight years of experience managing applications for highly complex construction projects.
- Experience from similar contract engineering roles within complex road tunnel construction projects.
- Broad understanding of the client/owner role in large and complex infrastructure developments.
- Strong knowledge of NS 8405.
- User-level competence in ISY Project Economics.
- Experience with permit applications under the Norwegian Harbours and Fairways Act, particularly related to marine fill projects.
Preferred Qualifications
The following qualifications and experience are considered advantageous:
- Knowledge of and practical experience with relevant Norwegian Public Roads Administration handbooks, including N500 Road Tunnels and N200 Road Construction, as well as other relevant guidelines related to geotechnics and construction engineering.
- Extensive knowledge of NS 8405, particularly regarding change management, practical contract administration, and the application of contract provisions, including the Norwegian Public Roads Administration’s special contract conditions.
- Strong understanding of construction and contract law.
- Experience in dispute resolution, both through negotiated settlements and legal proceedings.
- Broad understanding of the client/owner role in large-scale, complex infrastructure projects.
- Experience with the execution and settlement of final accounts in major construction contracts.
